The tool not only provides the user with an optimal plan to spend their money in order to minimise capital costs, reactive costs and the cost of the backlog, but also can calculate the optimal borrowing strategy.
The tool builds on the HMEP Lifecycle toolkit but adds many new features, especially around the financial modelling and the ability to produced optimised scenarios. This means that if you are already using the HMEP toolkit it is fairly straight forward to start using this tool.
